City Grant Programs

The City offers exterior maintenance, free paint, and senior emergency safety grants to homeowners to correct exterior code violations cited by the Housing Inspection Department and to address health or safety hazards for senior and permanently disabled residents. 

To participate in any of the grant or paint programs, homeowners must be owner-occupants, current on property taxes or on an approved payment plan with the Cuyahoga County Treasurer’s Office, and meet these income guidelines:

Exterior Maintenance & Free Paint Grants

Single and two-family owner occupied homes in the Lomond, Ludlow, Moreland, and Sussex neighborhoods are eligible for two exterior maintenance grant programs and a free paint program to correct exterior code violations cited by the Housing Inspection Department. The programs are also available citywide to owner-occupants who are permanently disabled and/or age 62 and older, and meet the income guidelines. 

  • Exterior Home Repair Grant 
    Grants up to $2,500 are available. Homeowners must provide a 10% match based on total cost of repairs.

  • Senior Exterior Maintenance Grant
    Grants up to $2,500 are available. Homeowners, 62 and over and/or permanently disabled, must provide a 10% match based on total cost of repairs.

  • Free Paint
    Free exterior paint is available for owner-occupants, who meet the income guidelines, to correct paint violations cited by the Housing Inspection Department.

Senior Emergency Safety Grant

Grants up to $500 are available to address health and/or safety hazards for homeowners who are permanently disabled and/or age 62 and older, and meet the income guidelines. Requires a $50 match.

What to Look for in a Good Estimate

Applications for all City grant programs must include at least one and up to three estimates, depenging on the grant and project costs. A good estimate should always include a clear scope of the work, no matter how big or small the job. Download this sample estimate for more information.
