Uniform Bureau

The Police Department's most visible members are represented by Uniformed Patrol officers. These officers employ the latest weaponry, computer technology, and equipment to be the community's first contact with the Police Department.

Units

The Uniform Bureau includes the following units: 

  • Patrol Platoons: Provide patrol services
  • Traffic Control Unit: Controls traffic signs and signals
  • Traffic Enforcement Unit: Enforces traffic laws
  • K-9 Unit

Patrol Officers

Patrol officers provide 24/7 service to the community and may also participate in the Honor Guard and EDGE. EDGE is comprised of the SWAT Team, Crisis Intervention Unit, Mobile Field Force Unit, Accident Investigation Unit, and Explosive Technicians. Our officers strive to be both proactive and responsive to the needs of the community, including public service, traffic enforcement, and apprehension of criminals.

These units are supervised by Commander Rick Mastnardo.

Bio pic Mastnardo 2.21.23Commander Richard Mastnardo, Jr. began his law enforcement career as a Police Officer in the Village of Bratenahl serving from 1996 to 1999.  In 1999 he was hired with the City of Shaker Heights where he rose through the ranks to Sergeant in 2006, Lieutenant in 2016 and Commander in 2019.  His leadership experience includes the areas of uniform operations, training & development, recruitment & retention, critical incident management, risk management, community relations, tactical operations, incident command, budgeting/procurement and canine operations. 

During his tenure with the Shaker Heights Police Department his assignments included Uniform Patrol, Uniform Bureau Platoon Commander, Canine Unit Supervisor, Traffic Unit Supervisor, Community Relations Unit Supervisor, SWAT Team Leader, SWAT Precision Marksman, Traffic Signalization Unit Supervisor and Fleet Coordinator.

Commander Mastnardo holds a Bachelor of Science degree in Criminal Justice. He is a graduate of the FBI National Academy’s 269th Session, Police Executive Leadership College’s 52nd Class, along with other management and leadership schools.  Commander Mastnardo is a nationally certified Master Trainer for Police Canines and an Ohio State Police Canine Unit Evaluator.  He is a member of the Federal Bureau of Investigation National Academy Alumni Association (FBINAA), International Association of Bomb Technicians & Investigators (IABTI), Ohio Association of Chiefs of Police (OACP), International Association of Chiefs of Police (IACP), National Association of Professional Canine Handlers (NAPCH), Ohio Tactical Officers Association (OTOA), National Tactical Officers Association (NTOA), International Municipal Signal Association (IMSA).            

Commander Mastnardo is proud to have served in law enforcement for over 27 years; 24 years  serving the Shaker Heights Community. He will continue to strive to lead the men and women of the Shaker Heights Police Department to be the standard for Law Enforcement excellence.
