Home Repair Loans and Programs

There are a number of programs sponsored by Cuyahoga County and other local organizations to assist residents in making homes safer, healthier and kept in good repair. Most programs require specific eligibility qualifications. Please contact each agency/provider directly for more information. The Ohio Healthy Homes Network also maintains a regularly updated list of loan programs available to residents of Cuyahoga County.

Home Enhancement Loan Program (H.E.L.P.)
H.E.L.P. provides home improvement loans at 3% below market rate for 10 years for loans over $12,500 or five years for loans that are $12,500 or less. Loans can be used for code violation compliance, property upgrades, repair, or maintenance. There are no income restrictions and property owners can borrow between $3,000 and $200,000 for home improvements. Home Rehabilitation Loan
The Housing Rehabilitation Loan Program enables eligible low-and-moderate income homeowners to make repairs and basic home improvements to maintain the quality of their home or to correct housing code violations. Senior Deferred Home Rehabilitation Loan
Senior citizens at or above 62 year of age who meet eligibility and income criteria may qualify for a deferred loan:  Payments are deferred and the full loan amount becomes due when the property transfers title. Cuyahoga County Healthy Home Initiative
Homeowners/tenants living in Cuyahoga county with an infant under 1 year old, asthmatic children 16 years or younger, or adults 65 or older who have asthma/chronic respiratory condition, and who meet income guidelines may be eligible for the Cuyahoga County Healthy Home Initiative. This program helps with free repairs that may include furnace cleaning, hot water tank repairs and removal of water-damaged materials. Income guidelines apply. Home Weatherization Assistance Program
The Home Weatherization Assistance Program provides free energy efficiency improvements to eligible homeowners and renters in Cuyahoga County, outside the City of Cleveland, at no cost to the household. Heritage Home Program 
The Heritage Home Program offers low-interest loans to homeowners who live in homes more than 50 years old for home repair and maintenance. Terms are as low as 1.4% fixed financing over a seven to ten-year term. To learn more about qualifying for this program contact the Cleveland Restoration Society at 216-426-3116.  

NHS Greater Cleveland Home Repair Loan
Low interest rehabilitation loan can be used for repair, maintenance, property upgrades and code violations. Home must be owner-occupied and property taxes current; monthly loan payments required. Minor Home Repair Program
Emergency home repairs for very low income homeowners offered by Community Housing Solutions (CHS). CHS also provides Elderly Minor Home Repair, Energy Conservation & Tool Loan Program, and Home Maintenance Training. For more information, contact Mr. Carney, 216-651-0077.
